Part of #3910

Adds basic (read: hex, no special handling for scalar values above U+FFFF) Any-Hex variants:

  • Any-Hex/Unicode
  • Any-Hex/Perl
  • Any-Hex/XML
  • Any-Hex/Plain
  • Any-Hex/Rust
